Community Update Letter and Mandate Forms Required                                                                     

 

To all the residents of Wychwood B and Primrose Hill -

Including, Camelia Road, Cassia Road, Deutzia Road, Eugenia Road, Frenelia Road, Fuchsia Road, Gardenia Road, Hamelia Road, Holmoak Road, Ixia Road, Japonica Road, Magnolia Road, Melia Road, Poinsettia Road, Protea Road and Tilia Drive.

 

Introduction

 

Please read this Community Update Letter that has been compiled for your information and attention, at the request of the Wychwood B Improvement District - WBID, regarding the safety and security of you, your families, friends and associates.

 

WBID was formed to determine and provide additional security systems to ensure the Safety and Security of the residents living in the streets listed and who have been proactively seeking solutions to the ever-increasing levels of crime since 2019.

 

The document below details the outcomes of this three-year effort and presents the requirements and procedures for the formation of a Road Closure/Restricted Access, as well as details the Interim Measures while we wait for approval to restrict access, which is a lengthy process.

 

What we have accomplished and have in place already:

1.      Establishment of an Interim Committee and Street Leader System.

2.      Initial Consent of 67 % from the Community.

3.      Initial payment of R400 Project Kick-Off Fee received from the Community,

4.      Registered NPO – The Wychwood B Improvement District with Registration Number : 2020/172117/08

5.      Board of Directors and Management Committee Members are listed at end of this document.

6.      Trust Account in the name of WBID, held in a Trust Attorneys Account. 

7.      Undertaken the Traffic Impact Study Counts. Analysis and TIS Report in progress.

8.      Community Update – Sent out on the 15 September and Mandate Procedure.

 

Street Leader and Committee Members

Committee Members holding Portfolios and Street Leaders for each Street, with dedicated volunteers from the community are here to communicate directly with you and address any issues and concerns you may have. Please see the end of this document for details of the Committee and to identify your Street Leader.   

 

Next Step – Mandate Process – Action Item – Complete and Return Mandate Form

 

1.      Our Next requirement from you is the physical completion of the attached Official Mandate Form. Please note that without a 67% mandate, we cannot proceed and once we have received the mandate, without financial commitment to the proposed security measures in the future, we also cannot proceed.

2.      You are kindly requested to fill out the required Form herewith and return it to us via your Street Leaders or drop off the form at the Engen Garage 131 Cydonia Road.

3.      The Form has 3 Parts to it.

Section A - Name – Contact Details and Permissions you are signing for and;

Section B - Crime experienced by your household on your own property only.

Section C – Form 4 & 5 on the reverse side

4.      Please do not report to your neighbour or any crime you have heard of or seen, just your house.

5.      Please fill out the form full and date and sign at the bottom

6.      Please indicate whether you are the Owner or Tenant

7.      Your Erf Number appears on your Rates and taxes Account from the EMM, yet if you do not have it, it is not an issue, we will find it.

8.      Should you have any questions and/or require assistance filling in the documentation, please be in contact with us directly and we will assist.

9.      Return of Original Mandate Form

·        We require the Original Mandate Form back from you, as we must submit the Original with the Application to the EMM.

·        Completed Mandates can be returned to your Street Leader or Dropped in at the Box provided at the Engen Garage 131 Cydonia Road, BY 30 SEPTEMBER 2022.

 

We wish to remind the community of the following:

 

Our Objectives as a Community are:

  1. To take a pro-active approach to our own safety and security.
  2. To limit the number of entrance and exit positions to and from the defined area, in order to limit the number of access and escape routes currently being used by criminals and;
  3. Support our localised Private Security Companies, CPF, SAPS, and the EMM, in the discharge of their duties and responsibilities toward us the community.

 

Reminder of the Process we are Following:

  • A road closure / restricted access usually takes place in 4 phases each of which its own budget and methodologies for attaining the desired outcomes:
  • Phase 1 – Planning
  • Phase 2 – Application
  • Phase 3 – Infrastructural Development 
  • Phase 4 – Monthly Operation

 

ROLGA, Chapter 7, Section 45 Applications for Restricted Access for Safety and Security Purposes, also has 4 basic Parts:

·          Part 1 – Preparation and Submission

·          Part 2 - Section 45(2) Meeting

·          Part 3 - Notice and Objection Period

·          Part 4 – Final Approval and Promulgation

 

In order to Prepare and Submit a compliant application to the EMM, the following basic actions are needed which are required to be proven within the application submission:

·          Public Participation Process with the Community

·          67% Mandate in support of the proposed closure

·          Traffic Impact Study in accordance with the Technical Guidelines

·          Draft Site Development Plans

·          Preparation and Submission of a Compliant Memorandum

 

Note regarding the Mandate:

·          This is a peremptory requirement – a requirement that needs to be met before any decisions regarding your application can be made.

·          A specific mandate form is to be completed to meet this requirement. (Is included herewith)

·          The mandate form has 3 parts:

·          A - Name and Contact Details

·          B - Crime Statistics

·          C – Form 4 & 5 on the reverse side.

·          From this Mandate form and the information thereon, we prepare many of the requirements for the application, as well as update your community administrative database.
