Na 15 jaar van die SEB – en ruim geleentheid om te kyk na al die beskikbare getuienis – is dit tyd om tot 'n slotsom te kom. 


U word genooi om groepsbespreking rondom Swart Ekonomiese Bemagting by te woon - met 'n besondere fokus op die oorspronge van SEB, die vervulling van SEB se oogmerke en op die verken van wat klaarblyklik 'n nuwe fase in sy ontwikkeling is. 


BEE is lank reeds 'n onlosmaakbare deel van Suid-Afrikaanse beleid - en die magtigende wetgewing wat dit onderskraag word gereeld opgedateer, uitgebrei en toegepas. 2019 is die vyftiende jaar sedert die bekragtiging van die Wet op Swart Ekonomiese Bemagtiging ?deur destydse president Thabo Mbeki in 2004, na gelang van 'n verslag deur ons huidige president, Cyril Ramaphosa - toe voorsitter van die president se Swart Ekonomiese Bemagtigingskomissie.

 

Ondanks hierdie beleid se lang geskiedenis, is betreklik min aandag al geskenk deur die regering aan die rol daarvan in die Suid-Afrikaanse reg, ekonomie en samelewing - ondanks toenemende teenstand in burgerlike samelewing en die privaatsektor. Onlangse ontwikkelinge, soos veranderinge aan die Mededingswet, voorstelle soos vervat in die Wysigingswet op Maatskappye, en 'n beduidende aantal verdere regulatoriese ontwikkelinge, wat almal die uitbreiding van SEB buite die Wet op SEB in gemeen het, beklemtoon die dringendheid van, uiteindelik, B-BBEE behoorlik evalueer. 


Sakeliga nooi u na ons besprekingsgroep oor SEB. Onderwerpe wat onder die loep geneem sal word sluit in die geskiedenis van SEB, ekonomiese oorwegings, internasionale vergelykings en, ten slotte, kritiese evaluasie en voorstelle. 


Sakeliga sal die besprekingsgroep se insette verder toepas om ons navorsing in hierdie verband verder te voer - en sal mettertyd 'n finale verslag produseer. Ons sien uit na samewerking in hierdie verband met ander navorsers en belangstellendes. 'n Witskrif vir besprekingsdoeleindes sal aan deelnemers versend word na registrasie, maar voor die geleentheid.

After 15 years of B-BBBEE – and ample opportunity to consider the evidence – it is time to reach a verdict. 


You are invited to attend a working group discussion on Broad-based Black Economic Empowerment – with a focus on examining its foundations, evaluating its performance, and exploring what appears to be a new phase in its development. 


BEE has long been a mainstay of South African policy – and its empowering statutes and regulations are frequently updated, expanded and applied. 2019 is the fifteenth year since the proclamation of the Broad-Based Black Economic Empowerment Act by then president Thabo Mbeki in 2004, after a report produced by now president Cyril Ramaphosa (then chairperson of the president’s Black Economic Empowerment Commission). 


Despite its storied history, little critical reflection on B-BBEE and its role in South African law, economics and society has been undertaken by Government, despite growing concern in civil society and the private sector. Recent developments, such as changes to the Competition Act, proposals contained in the Companies Amendment Act, and a significant number of further regulatory developments which all involve expansion of BEE beyond the B-BBEE Act, underscore the urgency of at long last thoroughly evaluating B-BBEE. 


Sakeliga invites you to our working group discussion on B-BBEE. Topics will include the history of B-BBEE, economic considerations, international comparison, the extensive range of recent legislative developments, and, finally, a critical evaluation and recommendations. 


Sakeliga will apply the input from the working group to further our research in the matter and produce a final report in due course, and we look forward to collaboration with other researchers and interested parties. A working paper for discussion purposes will be emailed to participants after registration, but before the event.
